Summary: The Korea-U.S. free trade agreement was discussed for the first time at a White House meeting during the Obama administration, a source told the JoongAng Ilbo.  According to the source, representatives from the State Department and the office of the United States Trade Representative called for quick and decisive push to complete the deal, but Rahm Emanuel, President Barack Obama¡¯s chief of staff, advised a ¡°cautious¡± approach.
 
The source relayed that the principals meeting was held at the White House with economic and trade officials present. Ahead of Obama¡¯s visit to Korea on Nov. 18, the Korea-U.S. FTA was near the top of the agenda.  During the meeting, the source said, the State Department and the USTR argued that the United States should actively engage Korea to ratify the FTA, which was signed in 2007. But Emanuel, who wasn¡¯t present at the meeting, expressed caution through a staff member in the session.

Consumption trend statistics indicate that consumer spending is rebounding quickly due to the recovery of the economy.  Overall consumer spending in September 2009 grew 6.7 percent over the same period of the year before.  For example, spending on clothing showed a 15.7 percent of growth.  Spending on furniture grew 3 percent, ending the streak of negative growth for the last 32 months.

Summary: According to the National Statistics Office, the prices of 52 essential goods designated by President Lee Myung-bak rose 5.8 percent on average over the past 18th months.  Of the 52 items, 38, or 73 percent, saw their prices increase. Of the 52, 30 including sugar but excluding public fees managed by the government saw prices rise an average of 8.5 percent.
 
The price rises for Chinese cabbage (37.8 percent), pork (36.2 percent), milk (36.2 percent), sugar (29.9 percent) and cooking oil (24.5 percent) were higher than the average hike in the won-dollar exchange rate (18.3 percent) over the period. The price of certain agro produce including Chinese cabbage gained due to a seasonal hike in demand, but the price of foodstuffs rose a larger portion in tune with the hike in the exchange rate. Summary: South Korea has decided to increase agricultural aid to developing countries suffering from chronic food shortages, government officials said Tuesday. In a keynote address at a food security meeting of the Food and Agriculture Organization (FAO) in Rome, Italy, Monday, Minister of Food, Agriculture, Forestry and Fisheries Chang Tae-pyong said South Korea will donate 150,000 tons of rice to the Asian Emergency Food Reserve Program. Summary: According to the Ministry of Agriculture, Forestry and Fishery, the share of the Korea beef market taken by locally produced beef this year through September marked 50 percent, the highest level since 2000 (52.7 percent).  Out of the total of 288,300 tons of beef consumed between January through September this year, 144,100 tons was locally produced beef.  Reflecting strong sales of local beef, the total number of beef cattle raised in Korea has increased sharply over the months to 2.7 million, approaching the all time high level recorded in 1997.

Summary: MIFAFF will prohibit the slaughtering of downer cattle from November 9, 2009, when the revised Act on Processing of Livestock Products goes into effect.  All downer cattle will be prohibited from being slaughtered outside the slaughter plants and as for those in the slaughter plants, downers that are proven to be caused by external injuries at the slaughter plants, etc., will be allowed to be slaughtered on a case-by-case basis.  Samples will be taken from downers that have been prohibited from being slaughtered and be tested for BSE.  The remaining of the downers after taking the samples will be buried or incinerated so that it is not used for food purposes.  MIFAFF will compensate the owners of the downer cattle.

Summary: According to the information that NVRQS provided to National Assemblyman Ki Gap Kang, U.S. beef export plants are continuously violating the beef import protocol.  Plants with over 3 violations were 9 establishments, while those with at least one violation were 24 establishments.  Tyson Foods (245E) which is the largest beef company in the United States marked the highest level of violation with 17 violations.  Kang asserted that even if these violations were minor violations, the fact that one plant is having so many violations is proof that there is a systematic problem.  NGOs are stating that this is a matter of sovereignty in quarantine inspection.

Summary: The Ministry of Food, Agriculture, Forestry and Fisheries denied reports from some local newspapers that South Korea is likely to resume beef imports from Canada next year. The ministry said in a statement Wednesday that it will actively respond to Canada's appeal to the World Trade Organization (WTO) on Korea's ban on Canadian beef, saying, "Currently the government is preparing for possible WTO panel hearings."
 
Earlier, some media outlets speculated that Seoul is preparing for negotiations with Ottawa on lifting the beef import ban, under the judgment that the trade-governing body is likely to take Canada's side in the case.  A three-man dispute panel was formed by the WTO in August, at the request of Canada. Processes are under discussion within the panel, and are expected to speed up early next year.

Summary: According to a survey conducted by MIFAFF, consumers replied that Japan was doing the best job in maintaining the food safety control, followed by Canada, Australia, United States, Europe and Korea.  Among those surveyed, 81.2% were aware of COOL, 74.7% were aware of the COOL in the restaurants, 62.2% were aware of the beef traceability and 52.3% were aware of the environment friendly certification system.  As for the confidence on the safety of Korea products, 69.6% had confidence on Korean agricultural products, 67.4% for livestock products, 63% for fishery products and 36.9% for processed food products.  The confidence levels for imported products were respectively, 7.9%, 7.4%, 5.5% and 6.4%.

Summary) On November 18, KFDA announced a draft labeling standards for children¡¯s preferred food products served in restaurants.  In accordance with the Special Act on Children¡¯s Food, restaurants that sell bakery goods, ice cream, hamburgers, and pizzas and that have more than 100 outlets country wide will be required to provide nutritional information in the menu.  For this, KFDA drafted labeling standards and announced for public comments.  The draft standards require that calories be indicated surrounding a name of food or price on the menu and other relevant nutritional information be provided using a leaflet, internet, posture and other means.  This new requirements will be implemented from Jan 2010.  KFDA plants to continuously expand the nutritional labeling requirements in restaurants.

Korea ¡¯s antitrust watchdog will fine 11 local liquor manufacturers more than 200 billion won ($173.3 million) for rigging soju prices, the companies said yesterday.  Jinro and other makers of soju, a popular Korean distilled beverage made from rice and other starches, have been notified of the punitive step by the Fair Trade Commission, according to the companies. The FTC said it cannot confirm or deny the reports.  The FTC will fine Jinro the largest amount at 116.2 billion won, followed by Doosan, Daesun and Kumbokju, which have been slapped with 24.6 billion won, 20.6 billion won and 17.2 billion won fines, respectively.

Summary: Korea imports over half the food it consumes, according to the Ministry for Food, Agriculture, Forestry and Fisheries yesterday. The ministry said Korea¡¯s overall self-sufficiency rate for food was 49.2 percent last year. That fell to 26.2 percent when limited to grains. The types of food measured included grains, dairy products, meat and animal feed.
 
Wheat, corn and beans were the most heavily imported foodstuffs. Only 0.4 percent of wheat consumed in Korea last year was cultivated locally, with the corresponding figures for corn and beans 0.9 percent and 7.1 percent, respectively. Only rice, the main local staple, production of which the government has systematically supported, had high self-sufficiency - 94.4 percent.

Summary : The portion of Korea¡¯s two-way trade with 10 major countries is still high, despite efforts to diversify its trading partners, a government report showed yesterday.  According to a Korea Customs Service report, Korea¡¯s top 10 trading partners including China, the United States and Japan, accounted for more than 60 percent of the country¡¯s trade during the first 10 months of this year.  Exports to the 10 countries totaled $179.2 billion or 61 percent of the total, the customs office said. About 75 percent of shipments were sent to the top 20 countries, it added.  China was Korea¡¯s No.1 trading partner with $69.4 billion, or 23.6 percent of the total exports shipped to the world¡¯s soon-to-be largest economy.
